You need

• White paper or poster board for the hat, 2 sheets (buy: craft store, or use printer paper)
• Apron, 1 (own, or buy: dollar store)
• Toy whisk, 1 (buy: toy store or dollar store)
• Flour from the kitchen, 1 pinch (optional, for the effect)
• Tape, 1 roll
• Scissors, 1

Steps

1. Buy the paper, apron, and toy whisk.
2. Roll the paper into a tall chef hat shape and tape the seam.
3. Measure the head with a paper strip BEFORE cutting. The hat band must fit snug or it slides over the eyes. Trim the hat band to fit the head with the scissors.
4. Safety: keep real flour away from eyes; a tiny pinch on the apron only.
5. Wear the hat and the apron.
6. Carry the toy whisk and offer everyone imaginary cupcakes.
7. Optional pro finish: dust the apron with a little flour before heading out. One flour smudge is the difference between 'dressed as a baker' and 'is a baker.'

Chef hat or baker hat, different?

Same hat, different props. Chefs carry the spoon; bakers carry the mixing bowl. The prop names the profession.

How do you keep a paper hat on a toddler?

Elastic chin strap taped inside the band, loose enough for two fingers. Paper hats without straps last about four minutes on a toddler.
